[tarantool-patches] [PATCH] test: run full testing only on long-term branches

Disabled LTO builds, tarballs and packages building on short-term
branches.

Removed 'allow_failures' on coverage / debug build.

Replaced matrix expansion with the list of jobs (because Travis-CI
documentation says it does not support condition jobs with matrix
expansion).

Fixes #3755.

This patch is based on 2.1. It is possible that we'll create short-term
branches based on 1.10, so I think it should be cherry-picked to 1.10
too (with branch = "2.1" replaced with branch = "1.10").
