3. By such check you have limited the capacity with 16384 bigrefs instead of
32k. Capacity here is always a power of 2. TUPLE_BIGREF_MAX_CAPACITY is
2^15. So here after 2^14 you get overflow. 2^14 = 16384. I have fixed it on
the branch.

4. This is because blind copy and paste is bad. The algorithm implementation
I provided to you was for 32 bit unsigned integers, but here you have 16 bits
only, so capacity >> 16 is always 0.
