[patches] New mailing list

Hello,
Please be informed, that starting from today, 15.03.2018,
we deprecate mailing list `patches at tarantool.org`.

We will use open mailing list with public mail archive.

All new patches are to be submitted to `tarantool-patches at freelists.org`

All discussions on patches under review should be finished in deprecated ML.

Elena, could you pls update dev guide w/ new ML?
