[patches] Vladimir Davydov appointed global Tarantool maintainer

Hello,
I am pleased to announce that we appointed Vladimir
Davydov as global Tarantool maintainer.

Please join me in congratulating Vova on his additional
role.

Here's updated policy for patch review:
1. Ask your mentor to review your changes by submitting an e-meail to
   tarantool-patches at freelists.org and receive LGTM from him.

2. After p1 or if you're a mentor: please ask Vladimir to take a
   look @ your changes, in e-mail to tarantool-patches@, CC-ing him.

3. Fix all objections and iterate until you've got LGTM from
   Vladimir.

4. Wait another single work week, to see if kostja has objections.

5. If no comments after 1 ww or if kostja put explicit OK in mail
   thread: rebase, run whole test suite, and ask any pusher to
   sumbit your patch to release branch.

6. If you're disagree w/ objections: feel free to ask kostja for review,
   but be warned: in this case, review might take quite some time. 

Exception for SQL-related changes:
1. All changes to SQL code are to be reviewed by a peer.

2. If change is not just a refactoring: Vlad should put his LGTM
   as well.

3. kyukhin will conduct final review and push the change to a
   release branch.
