[tarantool-patches] [PATCH v1 1/3] sql: restrict nullable action definitions

This patch dissallows define multiple "NULL", "NOT NULL"
options per column and fixes silent implicit behavior
for invalid "NULL PRIMARY KEY" construction.

Closes #3473.
