[tarantool-patches] [PATCH] Fix warnings

Ensure -Werror -Wall set for the whole src/.
Fix warnings which have been find with -Werror and -Wall.
Add new building target RelWithDebInfoWError.
Change building target on RelWithDebInfoWError in Ci.
Fixes #3238
